Northwood, Kirkby, CCTV Experiment, Is it Working?
Northwood, Kirkby has been singled out for an experiment in intensive CCTV
monitoring of the local population. Over 14 Hi Tech CCTV's have been fitted to massive steel poles, some feet away from peoples bedrooms.
Below, a few feet away from residents, a giant CCTV stands watch. If its working!
CCTV Madness. Social Experiment will pave the way for mass surveillance.
Kirkby, or one particular area of this relatively small town, has been chosen as the area for an experiment which
will eventually lead to the community being spied on by an array of government officials. Its possible crime has been allowed to build up here as an excuse to bring in this
mass surveillance of the community. Norman Bettison's(Chief Constable of Merseyside) talk of community policing has simply meant more officers in cars
being bounced from station to station to patch up things. Crime has always been a problem here, but there were actually
coppers on the beat in the 70's, some good, some bad, but they walked the street like everyone else.
Things changed in the 80's. the Riots we had were in effect anti police riots and the miners strike forever tarnished the image of the Bobby
on the beat. The Miners strike was also an experiment ground for CCTV Surveillance and other snooping techniques.
Massive CCTV Camera's on metal poles were set up to spy on social unrest in the Mining villages. northern Ireland has of course been subjest
to intensive surveilance of the population.
Kirkby Times has already reported on the issue of CCTV and it has to be said the Council refused to release figures relating to CCTV being used to
secure convictions.2 Years later, no answer as to what effect the first wave of CCTV had on crime.
But you'll see a lot of comments on this website relating to Knowsley Councils appalling communication with its tenants
The £170 million being spent on CCTV Surveillance might
perhaps be more effectively spent on better street lighting which seems to
yield a 20% reduction in street crime compared with the temporary 5% reduction
achieved by most CCTV schemes.

CCTV Workers with Police Protection.
You can see the police car in the picture just below.TWO workman fitting CCTV security
cameras in Kirkby were robbed of the new equipment.A group of men approached the workmen
on Roughwood Drive, this happened May 17th. Damn,if only they would have had the camera turned on.
Some of Britain's 2.5 million CCTV cameras are being hooked up to a facial recognition
system designed to identify known criminals. Are Kirkby's?
Everywhere you go, someone's watching you.
Along with the Battery of Hi tech CCTV, we also have the Police bragging in the local paper the Echo that there new
helicopter can 'spot your facial expressions 1 mile away" The helicopter is now linked by laptop type devices which are used by police on the ground
.Fair enough there may be well times when we need such hi tech Surveillance, but the reference to facial features is interesting because there are already CCTV camera's in operation which
use the latest 'face recognition' technology. (Download a Adobe PDF format brochure and see how it works)
but it seems Merseyside Police are singling out Northwood ,Kirkby, with a nod and wink from Jack 'man of' Straw the Home Secretary.
Tough on Crime, pathetically inadequate at Tackling the CAUSES of crime.
Whilst some crime is wrong, it has to be said that the combination of High Unemployment, Low Wages and poor education
and other matters are not being tackled. It possible that over One Million Pounds or more(figures are never easy to find in Kirkby) has been spent on this CCTV,
which ONLY covers Northwood. We have yet to have a decent Youth Club Built and the IT learning Center promised by Granada(as part of the
Liverpool Academy deal)is also a non runner now.
We have pensioners living in Delapidated drug infested Flats( one of over 90 years of age) but NO MONEY is forthcoming for that.
Pointing cameras at people won't stop em becoming criminals. They'll just wear a mask. giving the
people of Kirkby a decent start in life would help reduce crime. Ending the widening gap between Rich and Poor would also help.
The Police now, will become more remote from the community. Why bother having PC Plod on the beat when you've got CCTV?
Did we really want to spend a million pounds on this CCTV?
In Kirkby, the plan to introduce the mass CCTV surveillance has been welcomed by some. Indeed, there has been little or no objections from any local organisations here.
Plus we have here, a small Army of pen pushing useless beaurocrats who see Kirkby as a meal ticket.
A lot of the moves for this CCTV were sneakily put on the agenda as a priority.
Surveys were worded so as to ensure various schemes were prioritised. Are we to seriously expect that locals would vote for over a
Million pounds of rapidly diminishing funds to be spent on CCTV? The beaurocrats spending this money
bounce from town to town on various 'community' schemes.

For four years now, Newham council
has been feeding computers with photos of convicted local criminals at large:
Once programmed, so the theory goes, the computer becomes the perfect watchman.
Dozens of CCTV cameras become its eyes.If a Local Council in London is using this technology
then you can bet EVERY government agency will be waiting for their turn to snoop on Kirkby.
As of November 1st 2002 it seems that hardly any of the CCTV are working.
Only a few of them seem to have movement in the actual camera on top, most are stuck in one position.
It would have been cheaper to pay 4 or 5 coppers to actually walk the beat, or have a pool of community video camera's to loan out.
Kirkby Times will be trying to get the cost of this CCTV experiment and find out how many are actually up and running.
Word from an insider at the Housing Dept says that the previous CCTV experiment in Tower Blocks 'failed
completely. Kirkby Times has reported this and asks why the hell were the results not made public before a LOT of
money was threw at this latest CCTV scheme. Below is a photo of CCTV's protecting people from criminals in Tower Block lifts..........

The Truth of the matter is that these CCTV Camera's never so much as caught a drunk pi**ing in a lift.
As usual though, someones made a fortune selling Knowsley Council a quick fix for the horrendous crime problem in the flats
were this CCTV was located, along with low paid security guards who, surprise surprise, sleep instead of patrolling the flats.
